Victor Zsasz is a major recurring antagonist in the Arkhamverse franchise of comic books, movies, and most of all video games.
He is voiced by Danny Jacobs in both Arkham Asylum and Arkham City, and by Christian Lanz in Batman: Assault on Arkham.
