Whether the player is going by the original version of the game (where he's portrayed as a bloodthirsty monster) or the remaster (where his insanity makes him believe everyone else has gone crazy due to a plague and he's only protecting himself), The Dude, Sr. is very clearly insane to the point where he's not entirely aware of his reality. This is the only thing that prevents him from being considered pure evil.
Although his grave in Postal 2 says The Dude, Sr. passed away in 1996, his diary entries in the original version of the game say he died sometime in 1997. This was most likely just a continuity error.
