The Northeast Blackout of 2003 is a major plot point in the first WatchDogs game, and is closely based on the real life event with the same name. The event was caused when a former Blume employee named Raymond Kenney caused a blackout to gander the attention of the public to show them the dangers of the upcoming CTOS system.

- Gene Queshire - Burned alive after her home caught on fire when she turned her stove on during a gas leak, indirectly caused by Raymond.
- Ahmed Nawazi - Drowned to death, indirectly caused by Raymond.
- Jeremy Conners - Eletricuted to death, indirectly caused by Raymond.
- Russell Blackburn - Killed in an elevator accident when the elevator lost power, indirectly caused by Raymond.
- Jose Abano - Died when his pacemaker failed, causing him to suffer a cardiac arrest, indirectly caused by Raymond.
- Sam Jennings - Died from heatstroke after he was left unattended near heat lamps, indirectly caused by Raymond.
- Lindsay Garcia - Stabbed in the chest by an unknown mugger with a bladed weapon, indirectly caused by Raymond.
- Mary Langston - Died from carbon monoxide poisoning from car exhausts, indirectly caused by Raymond.
- Defalt's Brother - Committed suicide with a makeshift rope after being left unattended, indirectly caused by Raymond.
