Negan's Council, also known as Negan's Inner Circle, is the main antagonistic faction in seasons seven and eight of The Walking Dead tv show and are the leaders of The Saviors.
It contains Negan Smith as the leader, and Laura, Arat, Dwight, Regina, Gavin, Eugene Hermann Porter, Gary, Simon, and D.J. as members. It also temporarily included Gregory.
