The Weeper (Real name: Mortimer Gloom) was an antagonist from DC Comics. Specifically, he was a reoccurring enemy of Bulletman and Bulletgirl.

- In Master Comics Vol 1 Issue #23, The Weeper orders his henchmen to spray a crowd of people at a parade with tear gas. This leads to many being trampled, however we aren't given a specified number of victims.
- The Weeper also has a movie theater burnt down, arranges for a band to get into a crash, and a playground to be bombed. We can't count these incidents either, since it's not mentioned how many were killed.
