Fugitives

Fugitives, also known as a Karma Houdini, are characters that managed to escape from being arrested or face any real consequences for their actions. While this category is mainly for villains, this can also be applied to anti-heroes or vigilantes who were almost arrested. Basically, any character that was at risk of being arrested/institutionalized/killed by law enforcement, but managed to evade it and is currently alive and free.
