Civilians

Civilians under international humanitarian law are "persons who are not members of the armed forces" and they are not "combatants if they carry arms openly and respect the laws and customs of war".

This category cannot include any Gangsters, Serial Killers, Active Soldiers, Active Police Officers, Superheroes (Though with a small few exceptions, Pepper Potts for example), Supervillains, or Vigilantes (Also with a few exceptions, William "D-Fens" Foster for example).
